To offline installation you must Download the Visual Studio 2008 Express Edition All-in-One DVD, with Visual Basic 2008 Express SP1, Visual Web Developers 2008 Express SP1, Visual C# 2008 Express SP1, Visual C++ 2008, SQL Server 2008 Express SP1, and MSDN included. But if you one to download only 1 component, you have to get online installation. Visit here.
